No: it comes with FreeDOS, so without Windows. The operating system has to be installed, and a licence purchased if that is your choice.
How good is the Intel Core i5-13500 processor in this tower?
14 cores and 20 threads, up to 4.8 GHz. It is a 13th-generation desktop Core i5, built for heavy office work and business multitasking.
What memory does this HP tower have?
8 GB of DDR4-3200 — DDR4, not the DDR5 of the newer models in the catalogue. Worth knowing if you plan to add a memory module later.
Are the monitor, keyboard and mouse included?
