Does this headset reduce noise without active electronics?
Yes: the attenuation comes from the faux leather ear cushion resting on the ear, a form of passive noise reduction. There is no active noise cancellation — it is the microphone that handles the noise, for the benefit of the person you are talking to.

For people who need to hear what is going on around them while on a call: reception, support, a shared open-plan floor. The other ear stays free, with nothing on it.
