Does the CX 6100 48G JL676A power devices over PoE?
No: this model number is the non-PoE version. Its 48 Gigabit ports carry data only, and the 4 SFP+ slots provide the uplink to the network core. The Class 4 PoE model in the same series offers a 370 W budget.
What speed do this model's uplinks reach?
They are 1G/10G SFP+ slots: you start at Gigabit and move up to 10 Gigabit without changing switches. Latency drops to 1.8 µs on a 10G link, compared with 1.9 µs on a Gigabit copper port.
Is there console access to regain control off the network?
Yes, through a USB-C console port, complemented by a USB Type-A host port for a configuration or firmware USB flash drive. A laptop's USB-C cable is enough to open the console, with no serial adapter to track down.
Can this switch route between several subnets?
